Job Description:
The Engineer III is an advanced level position within the telecommunications engineering group. This position is widely recognized as a technology expert in one or more of the CT Engineering skill groups. The Engineer III handles complex projects and acts as a technology advisor to members of the engineering team and to Company managers. At this level the Engineer III immediately performs complex work independently with primary responsibility for the success of assigned engineering projects. The incumbent may be called upon to work as a journeyman Communications Technician and must maintain a thorough knowledge of the business objectives of the industry and Company as well as the inter-dependencies of engineering, operations, marketing, regulatory affairs, and the other Company support organizations.
•Research and plan communications network projects in cooperation with the Planning Department.
•Estimate project costs and prepare project-funding documents.
•Initiate purchase of equipment and materials for project implementation.
•Provide project management support to subordinates, to ensure engineering projects are constructed within budget and schedule requirements.
•Provide support to the Marketing and Sales personnel to identify service requirements and optimum network solutions to meet customer needs and to prepare competitive proposals in response to customer solicitations.
•Provide technical guidance and training to engineer I level employees.
•Design cost-effective solutions to address customer service needs.
•Participate in Capital Budget preparation.
•Prepare engineering specifications to guide the construction and installation of telecommunications facilities.
•Provide technical guidance to technicians for all aspects of telecommunications facilities construction, turn-up, test and maintenance.
QUALIFICATIONS:
•A Bachelor degree (BSEE) in Telecommunications or Electrical Engineering or similar technical education. Relevant experience in a closely related technical role within the telecommunications industry may be substituted for the education requirement. Degree of substitution will depend on quality and applicability of experience. Accordingly, previous CT experience providing a relevant operational foundation for the engineering skill group could be substituted for the education requirement. For example, equivalent Data or NOC CT experience could be substituted for the education requirement for the Transmission skill group. •Three years of experience in a telecommunications environment performing engineering work related to the skill group defined for this position, to include system design, system development, and project management through implementation.
•Demonstrated knowledge of current and emerging complex telecommunications products.
•Demonstrated experience using and knowledge of computers and various common software applications including word processors, spreadsheets, databases, presentation programs, drawing/design programs, etc.
•Thorough knowledge of telephony and project implementation techniques as necessary to perform as an independent and skilled member of the engineering team.
Position Specific – Wireless
•Demonstrable ability to perform Digital Translations and navigate B-number analysis trees.
•Extensive knowledge of IS-41 messaging as it pertains to roaming and feature transport between wireless switches.
Preferred Qualifications - Wireless
•Working knowledge of various drive test equipment to optimize network performance and correct quality of service issues.
•Detailed knowledge of Home Location Register functions and provisioning.
•Working knowledge of SS7 and ISUP as it pertains to interconnection with other carriers to include LEC and Wireless.
•Ability to load and trouble shoot roaming tables to include the building of EXM`s.
•Demonstrable experience building cell site digital translations to include integration of new sites into existing wireless network.
•Two years experience trouble shooting various services such as short message Service, Pre-paid and Voice Mail systems.
•Demonstrable experience turning up and provisioning new switches and markets.
